Israel Torres was appointed in 2003 by Gov. Janet Napolitano as the Director of the Arizona State Registrar of Contractors. Torres assumed the duties of Acting President of the National Association of State Contractors’ Licensing Agencies (NASCLA) in October 2004. As Director and a member of Arizona Governor Janet Napolitano’s cabinet, he has assumed the responsibility of eleven statewide offices and regulating the activities of more than 50,000 licensed commercial and residential contractors. The agency's mission is to promote quality construction by Arizona contractors through a licensing and regulatory system designed to protect the health, safety and welfare of the public. Prior to his appointment, he was a hearing officer in the City of Phoenix Planning Department. He presided over zoning adjustment hearings and also represented the Planning Department before the Zoning Board of Adjustment. He previously served as the Chief of Staff for Councilman Greg Stanton where he managed an office staff for two successful elections and a district of 175,000 constituents. Mr. Torres is a member of the Arizona Bar and is licensed to practice law in Arizona. His educational background includes a Bachelor of Arts in Political Science from Arizona State University and a Juris Doctorate from the University of New Mexico School of Law. Upon graduation from Arizona State University, Mr. Torres worked as a liaison between the U.S. Department of Transportation and the Arizona Hispanic Chamber of Commerce, administering a five-state regional contract geared at working with minority and women-owned contractors with issues such as federal, state, and municipal procurement and bonding and short-term lending programs. He is a graduate of Valley Leadership Class XXI and currently serves on the ASU Del E. Webb School of Construction Industry Advisory Council. Torres serves as Chairman of the Board for the Arizona Hispanic Chamber of Commerce and also is a board member for the Friendly House. The Business Journal Phoenix has honored him as one of Phoenix’s “40 under 40” community leaders. He resides in Phoenix with his wife, Monica, son, Cristian, and daughter, Alysa.
